It's not a torrent thing but a Scene thing. Scene topsites use FTP which is prone to data packet corruption due to a lack of integrity checks. So it makes sense to divide the package into parts in order to reduce the size of files to be re-downloaded in case of corruption. :) Also, for nuked releases (such as videos which are OOS) multi-rar archives usually help reduce the data to be re-downloaded :)
